IHSS determines the client's eligibility, then, an IHSS social worker makes a home visit to assess the services and the number of hours of care the client needs. Services are based on the client's medical condition or disability, plus his or her level of ability. Anyone who recognizes that a person is in need of in-home assistance may make a referral to IHSS. Once the requirements for the Health Care Certification and Medi-Cal eligibility are met a social worker is assigned to the case to conduct an assessment of need. The determination will take into consideration the applicant's medical condition, living arrangement, persons living in the home and resources that may already be available.

If denied, the notice will indicate the reason and provide guidance and resources for you in case you disagree with the decision. An IHSS Social Worker will call to schedule an IHSS assessment home visit. You are a Registry Provider if you do not have an eligible client to work for or would like to be referred to new recipients. Clients may call for themselves, or referrals can come from a neighbor, family member, medical or hospital professional or a community organization.

Once your needs for IHSS services are determined, you must hire someone, known as an independent provider, to provide those services. The IHSS Public Authority maintains a registry list to help people find workers for their needs. You will be notified if your application for IHSS has been approved or denied. If approved, you will be notified of the service authorizations including, the number of hours per month which have been authorized for you.
IHSS is considered an alternative to out-of-home care, such as nursing homes or board and care facilities. In-Home Supportive Services, also known as IHSS, can help pay for services if you’re a low-income elderly, blind or disabled individual, including children, so that you can remain safely in your own home. To be eligible, you must be 65 year of age and over, or disabled, or blind. In order to stay living safely at home, eligible older adults and disabled residents of all ages, can apply for support from paid in-home care providers. IHSS clients get help with day-to-day tasks that they cannot do themselves. The purpose of the IHSS program is to provide supportive services to persons who are aged, blind, or disabled, and who are limited in their ability to care for themselves and cannot live at home safely without assistance. This includes persons who would be able to return to their homes from hospitals, nursing homes, or board and care homes, if they had help at home.
You can contact the PASC for assistance in locating a provider to interview for hire. To apply for IHSS, complete an application and submit it to your county IHSS Office. A completed Health Care Certification must be received by the county prior to authorization of services. Have functional limitations, and without IHSS, would be unable to remain safely at home. The client's home situation is reviewed annually or when changes affect the person's need for services.

Working together, IHSS and the caregiver ensure that each recipient is able to remain in their home – safely, comfortably and with as much independence as possible. You must meet the IHSS Program's monthly income limits and asset limits on the amount of resources you own to receive IHSS benefits. Resources include items such as savings, investments, certain types of property and personal possessions. If you receive Security Supplemental Income (SSI/SSP), then you automatically meet the IHSS Program's financial need requirement. You are an Individual Provider if you have an eligible IHSS client to work for who has received a Notice of Action of Approval. If so, your IHSS Provider can be paid up to two hours per vaccine appointment.
